City officials have framed the project as expanding options for working families, seniors and first-time buyers. New Rochelle also requires new private developments to include a minimum number of affordable units or contribute to an Affordable Housing Fund, and runs a down payment assistance programme for first-time buyers.
Why this matters in District 11: a housing lottery only helps people who know it exists and can get through the application. That is constituent service work — and it is the kind of thing a county office should be actively helping residents with, not leaving to chance.
