The Village of Pelham has been working for years on a major stormwater infrastructure programme aimed at the North Pelham and Highbrook Avenue watershed areas. The village maintains a dedicated flood mitigation information page with the current status, design documents and funding picture.
The funding is layered: county flood mitigation money, a state CREST programme earmark, and federal Community Project Funding and Congressionally Directed Spending requests submitted through the district's congressional and Senate offices. Westchester County's Flood Mitigation Program can reimburse municipalities for up to half of eligible expenses.
Why this matters in District 11: Pelham sits entirely inside District 11. A project of this size lives or dies on whether someone keeps the county, state and federal pieces moving at the same time — and on whether residents are told, plainly, when construction actually starts.
